No significant fiscal implication to the State is anticipated.

The bill would add definitions and procedures to the removal and disposal of boats and other structures in Texas' coastal waters. This bill specifically defines "no intrinsic value and "numbered vessel" as they pertain to derelict structures. The bill provides for storage costs to be recovered from the owner, in the event the vessel or structure is removed by the state (General Land Office).  The bill would make it mandatory to give public notice to any person who holds a security interest in the structure subject to removal or disposal.

The General Land Office (GLO) reports that the bill would not result in any significant costs to the agency. Likewise, the Attorney General's Office does not anticipate the bill would result in a significant increase in the number of cases the GLO refers to the AGO for hearings and enforcement.
