No significant fiscal implication to the State is anticipated.
This legislation authorizes the Texas Animal Health Commission to establish a disease surveillance program for elks and requires persons transporting elk in the State of Texas to have the elk tested for Chronic Wasting Disease (CWD) and other diseases as determined by the Texas Animal Health Commission (TAHC). Further, the legislation requires the TAHC to adopt rules relating to the testing, identification, transportation and inspection of elk for the disease surveillance program. The Commission indicates that passage of this legislation would have no significant fiscal impact on agency resources.
