No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to create the Texas-Louisiana Border Region Economic
Development Steering Committee as a local government entity that would be required to develop a
strategic plan for the economic development of the Texas-Louisiana border region. The Committee
would be authorized to implement the strategic plan. The bill provides for the membership, powers,
duties, operations, and requirements of the Committee.

The bill would authorize the Committee to solicit and accept gifts and grants and to make contracts, leases, and agreements with, and accept grants and loans from, the United States, this state, agencies and political subdivisions of this state or another state of the United States. The bill would also authorize the Committee to require an electric utility that provides retail electric service in the Texas-Louisiana border region to pay to the Committee an assessment to be used to pay the costs of the Committee. The bill would require the Committee to determine the amount of the assessment for each electric utility proportional to the electric energy the utility delivers to retail customers in the border region as compared to the total amount of electric energy all electric utilities deliver in the Texas-Louisiana border region.

The Committee would be subject to Sunset Review in fiscal year 2021.
