No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize the housing authority in certain counties to borrow money, accept grants, and exercise their powers to provide safe and sanitary housing for veterans who are persons of low income. An authority would be authorized to enter into a lease or purchase agreement or accept a conveyance regarding real property as part of a housing project that would benefit veterans with low income. A veteran of low income could file an application with a county or municipal housing authority to request safe and sanitary housing. The housing authority would be required to consider the application in connection with the development of projects or programs to provide housing for the described veterans.

A county or municipal housing authority to which provisions of the bill would apply would not be subject to limitations related to area of operations and operations of a housing authority in other political subdivisions.


Local Government Impact

Based on the population criteria within the bill, it would apply only to housing authorities located in Bexar, Dallas, Harris, and Tarrant counties.

The fiscal impact to a housing authority would depend on the number of veterans of low income that would apply for housing. It is assumed that the authority would actively pursue sufficient funds as authorized by the bill to provide the necessary housing and would enter into a lease or purchase agreement or accept a conveyance as necessary and beneficial.
