No significant fiscal implication to the State is anticipated.

The bill would increase goals for the state's renewable energy capacity from sources other than high-capacity wind energy. The bill would require the Public Utility Commission (PUC) to adopt rules to include these new goals. The bill would also require the PUC to establish an alternative compliance payment so that an entity that has a renewable energy purchase requirement may elect to pay the alternative compliance payment instead of applying renewable energy credits to meet its obligation.

The PUC anticipates the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
