No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Transportation Commission to adopt rules related to outdoor advertising in industrial or commercial areas outside the corporate boundaries and extraterritorial jurisdiction of a municipality, including height, size, and placement limitations for outdoor signs in those areas. The bill would allow a prohibition on erecting a sign adjacent to and visible from a public road or portion of a public road outside the corporate boundaries and extraterritorial jurisdiction of a municipality if the road/portion has been designated through an order of the appropriate commissioners court, only after conducting a public hearing on the public order.

Based on the analysis of the Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
