No fiscal implication to the State is anticipated.

The bill would authorize a county commissioners court to have oversight of certain special purpose districts or internal districts created or operating inside the county's boundaries. The bill would specify where a district may be created, restrict the boundaries, and prohibit converting from one type of special district to another. The bill provides the powers and duties of special purpose districts, internal districts, and political subdivisions related to the districts as defined in the bill. Districts would be authorized to tax, impose fees, and borrow money to pay for purposes of the district. Districts could also impose penalties for violations of district rules.

Local Government Impact

Fiscal impact to districts, counties, or other applicable political subdivisions would depend on decisions made by those entities for purposes and funding of those purposes. It is assumed that programs and operations within the criteria of the bill would be implemented if sufficient financial resources were available.
