No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to define “glass cullet” and require the Texas Department of Transportation (TxDOT) to use or enter into a contract to use glass cullet as a replacement for aggregate material in certain projects so that the overall amount of aggregate material replaced statewide in all projects subject to the provisions of the bill is 10 percent. TxDOT would be required to adopt rules to implement the provisions of the bill.

TxDOT indicates that the amount of glass cullet material required to replace 10 percent of the aggregate material used in projects as specified by the bill and the limited availability the material for this purpose would increase the department’s costs for procurement of aggregate material. Based on the analysis of TxDOT, it is assumed any increased costs associated with procuring glass cullet material as required by the bill would be accommodated through the reduction or reallocation of funding from other transportation construction and maintenance projects.
