No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the creation of a statewide initiative to increase independent, affordable housing for elderly or homeless persons and persons with disabilities.  The bill requires the composition of a task force composed of one representative from Health and Human Services Commission, Department of State Health Services, Department of Aging and Disability, Department of Assistive and Rehabilitative Services, Public Utility Commission of Texas and the Office of Rural Community Affairs.  The bill requires the task force to submit a copy of the initiative plan, including an accounting of the funds allocated or expended and the number and geographic, demographic, and economic characteristics of persons served by each participating agency through the initiative plan.

Based on the analysis of the Public Utility Commission, the Department of Housing and Community Affairs and the Office of Rural Community Affairs, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill requires HHS agencies to designate a representative to serve on the Texas Affordable Housing Initiative Task force and to help implement the plan enacted; however it is assumed that the provisions of the bill associated with the Texas Affordable Housing Initiative could be accomplished with existing resources.
