The bill would allow the Texas Commission on Environmental Quality (TCEQ) to issue a notice of violation to an owner or operator of a dry cleaning facility or dry cleaning drop station that is not properly registered under statutory requirements. The notice would be required to inform the owner or operator of the nature of the violation and state that the TCEQ could order the dry cleaning facility or dry cleaning drop station to cease operation if the violation is not corrected within 30 days after the receipt of the notice. If the owner or operator does not correct the violation within the prescribed time, the TCEQ would be authorized to order the dry cleaning facility or dry cleaning drop station to cease operation.
The TCEQ reports that implementation of the bill's provisions would not result in a significant fiscal impact to the agency's budget.
