LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 10, 2009

TO:
Honorable Allan Ritter, Chair, House Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3575 by Madden (Relating to energy and water conservation measures of state agencies.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 2166.406(c) of the Government Code to include all energy and water conservation measures undertaken in the maintenance, repair, or construction of a building to comply with current local, state, and federal construction, plumbing, and environmental codes and regulations.  The bill also adds that a plumbing fixture or technology or other material used for a water conservation measure must provide the maximum amount of water savings.

The Texas Facilities Commission reports that its current practices already comply with current local, state, and federal construction, plumbing, and environmental codes and regulations, so no significant costs are expected as a result of the bill's provisions.

Local Government Impact

No fiscal implication to units of local government is anticipated.
