No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code requiring the Texas Department of Criminal Justice (TDCJ) to establish a policy that permits an offender to receive by mail reference books and other educational materials from a volunteer organization that operates programs as described by Section 501.009, Government Code. The Texas Department of Criminal Justice has determined that costs associated with implementing the bill would not be significant.
