LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 13, 2009

TO:
Honorable Jim Keffer, Chair, House Committee on Energy Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3651 by Merritt (Relating to the ineligibility of a railroad commissioner to become a candidate for another public office.), As Introduced

No fiscal implication to the State is anticipated.

The change in law would make a sitting member of the Railroad Commission ineligible to become candidates for other state or federal offices, unless the eligibility requirements for other office are prescribed exclusively by the State or U.S. Constitution. To become a candidate for another office, a sitting Commissioner would be required to resign from the Railroad Commission. The bill is not expected to result in a fiscal impact to the state.

Local Government Impact

No fiscal implication to units of local government is anticipated.
