April 14, 2009

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3700 by Jackson, Jim (Relating to the creation of the Texas Classroom Coaching Program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would allow school districts to establish a Texas Classroom Coaching program in which state employees may volunteer with a paid leave of absence. The bill would grant state employees up to 80 hours of time off per fiscal year without reduction in pay or leave balances to volunteer for the program.

State employees would be paid for time away from work resulting in reduced productivity.  Lost productive time is not a direct cost to the state.

Local Government Impact

No fiscal implication to units of local government is anticipated.
