LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 10, 2009

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3749 by Coleman (Relating to the creation of an interim committee on, and a study of, the itemized billing statements of certain health care facilities.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill directs the Department of State Health Services (DSHS) to collect information concerning the itemized billing statements of certain health care facilities and provide this information to an interim committee established by the bill to conduct a study concerning the transparency of itemized billing statements of health care facilities.  The Act expires September 1, 2011.

According to DSHS since the bill does not require the collection of data from every entity type listed in the bill and given that the bill provides the agency with the discretion to determine how the information will be collected and submitted to the interim committee, the agency believes that all costs associated with the provisions in the bill can be absorbed within existing agency resources.

No significant fiscal implications to the state are expected from the creation of the interim committee.

Local Government Impact

No fiscal implication to units of local government is anticipated.
