The bill would amend the Parks and Wildlife Code to require that a person operating, riding, or being carried on certain off-highway vehicles on public property wear a seatbelt, if the vehicle is equipped. To the extent the bill would result in additional convictions and additional court costs or fines being ordered relating to failure to wear seatbelts on certain off-highway vehicles, no significant fiscal implication to the Texas Parks and Wildlife Department or the State is anticipated. The bill would take immediate effect if the bill receives two-thirds the vote of all members. Otherwise, the bill would take effect September 1, 2009.
