No significant fiscal implication to the State is anticipated.

The bill would create a new special provisional ballot for use by voters who do not present proper identification when they vote in person.  The bill would also allow a voter who votes a special provisional ballot to present proof of identification to the voter registrar within 10 days of the election which would allow the voter's ballot to be counted.  The bill would be effective September 1, 2009.


Local Government Impact

The bill would require an election officer to state "provisional voter" or "special identification provisional vote" on the poll list beside each voters name, and inform the voter of the requirements as defined by the bill. The costs associated with implementing the provisions of the bill are not anticipated to be significant.
