No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code and require the Comptroller each state fiscal biennium to prepare a report regarding federal money available for state-federal matching expenditures and for other purposes. The Comptroller would also be requires to publish the report on the Comptroller's Internet Website and provide the report to the Governor, the Lieutenant Governor, and the Speaker of the House of Representatives.
 
The Comptroller’s office indicates that would be necessary to hire 5 additional FTEs in fiscal 2010 at a cost of $473,000 out of the General Revenue Fund each fiscal year to conduct the ongoing study. The Comptroller’s office further indicates that in fiscal 2010 an additional $50,000 out of the General Revenue Fund would be needed to contract with a consultant to develop an initial inventory of federal funds available to Texas and requirements and restrictions for accessing and expending those funds.
