LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 21, 2009

TO:
Honorable Joseph Pickett, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3988 by Merritt (Relating to the issuance of disabled veteran license plates to surviving disabled spouses and of certain military license plates to the surviving spouses of military servicemembers who die while on active duty.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize the surviving spouse of a person entitled to a specialty license plate for a veteran with disabilities who, at the time of death, had a disabled veteran vehicle registration to register one vehicle with an applicable specialty license plate as long as the surviving spouse provides proof of eligibility for the registration. The bill would entitle the surviving spouse of certain military veterans to register one vehicle with an applicable specialty registration or license plate if the surviving spouse remains unmarried.

Based on the analysis of the Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
