LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 3, 2009

TO:
Honorable Rene Oliveira, Chair, House Committee on Ways & Means

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4035 by Kent (Relating to the adoption by a school district of a budget and an ad valorem tax rate.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would change the dates school districts could adopt tax rates and would change certain public notices concerning the rates if the new procedure was followed.  These changes are not estimated to significantly affect appraised values or the actual tax rates.

Local Government Impact

School districts would have the option to set tax rates before the adoption of the budget for a current tax year. School districts that exercised this option might incur additional administrative expenses related to posting two public notices and holding separate meetings for the tax rate and budget processes.
