LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 9, 2009

TO:
Honorable Mark Strama, Chair, House Committee on Technology, Economic Development & Workforce

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4054 by Allen (Relating to the use of state institutions of higher education to provide training to state agency employees.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require state agencies to use an institution of higher education to provide training or education to its administrators and employees if the institution can provide it at a comparable level of quality but a lower cost to the agency. The institution would need to meet certain agency requirements, such as subject matter, location and scheduling.

The bill could result in a savings to the State, but the savings would depend on the number, size, and relative costs of the training sessions provided by the institutions.

Local Government Impact

No fiscal implication to units of local government is anticipated.
