No significant fiscal implication to the State is anticipated.

The bill would amend the Penal Code to create unlawful use of mail by persons in certain correctional facilities.  Under the provisions of the bill, intentionally or knowingly using the mail to harm or threaten another would be punishable as a third degree felony or a second degree felony, depending on the circumstances.  The Texas Department of Criminal Justice does not anticipate any significant fiscal impact as a result of complying with the provisions of the bill.  The bill would take effect September 1, 2009. 


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
