IN RE:	HB4058 by McReynolds (Relating to creating an offense for persons imprisoned or confined in the Texas Department of Criminal Justice to use the mail or other means of communication to harm or threaten to harm certain other persons.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Penal Code to create unlawful communication by persons in certain correctional facilities.  Under the provisions of the bill, intentionally or knowingly using the mail or other means of communication to harm or threaten another would be punishable as a third degree felony.  The Texas Department of Criminal Justice does not anticipate any significant fiscal impact as a result of complying with the provisions of the bill.

The bill would take effect September 1, 2009. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
