The bill would amend the Government Code relating to multidistrict litigation. The bill would limit civil actions that the judicial panel may transfer to those under Chapter 90 involving asbestos and silica and those under Chapter 82.007 involving pharmaceutical product liability claims, both of Civil Practices and Remedies Code. To the extent the bill would prevent future transfers of other types of litigation arising in multiple districts, no significant fiscal implication to the State is anticipated. The bill would take immediate effect if the bill receives two-thirds the vote of all members. Otherwise, the bill would take effect September 1, 2009.
