No fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code relating to fees for certain licenses issued by the Texas Parks and Wildlife Department (TPWD).  The bill would extend the date from September 1, 2009 to September 1, 2013 whereby specific licenses may not be increased by more than 10 percent of the fee as of September 1, 2002. TPWD indicates the five licenses that would be affected are as follows:  the Wholesale Fish Dealer License (Section 47.009), the Retail Fish Dealer License (Section 47.011),  the Retail Dealer Truck License (Section 47.013), the Commercial Bay Shrimp Boat License (Section 77.031) and the Commercial Gulf Shrimp Boat License (Section 77.035).  TPWD indicates that because it has already increased the associated license fees by 10 percent from fiscal year 2003 to fiscal year 2004, the bill would extend the period during which the department would be unable to increase the fees.  The bill would take immediate effect if the bill receives two-thirds the vote of all members.  Otherwise, the bill would take effect September 1, 2009.
