HB4110 by Martinez Fischer (Relating to the purchase, donation, and sale of promotional items by the Texas Water Development Board.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to allow the Water Development Board (TWDB) to purchase, donate, sell, or contract for the sale of items to promote the programs of TWDB.  Revenue generated from the sale of a promotional item would be deposited to the General Revenue Fund and could be used only by the agency to further the purposes and programs of TWDB.

This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either with or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

TWDB indicates that any costs associated with the bill could be absorbed within the agency's existing resources.  The Comptroller of Public Accounts indicates that revenue would be generated as a result of this bill, but it cannot be determined how much revenue would be generated.

The bill would take effect September 1, 2009.
