No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize a municipality or county to issue bonds or notes, including tax increment bonds or notes, to finance the acquisition of buffer areas or open spaces adjacent to a military installation for the prevention of encroachment or for the construction of roadways or infrastructure to protect or promote the mission of the military installation.

The bill would take effect December 1, 2009, but only if the related constitutional amendment proposed by the Eighty-first Legislature, 2009, is enacted and the voters at an election held in November 2009 approve the amendment.


Local Government Impact

It is assumed that a local government entity would issue sufficient bonds or notes to finance acquisitions and projects.
