LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 16, 2009

TO:
Honorable Tommy Merritt, Chair, House Committee on Public Safety

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4137 by Frost (Relating to licensing requirements for persons who sell, install, service, monitor or respond to certain camera systems.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code as it relates to the definition of a camera system and the regulation of camera systems companies.  The bill would create a separate license category for security camera companies and exclude security cameras from the definition of "alarm systems."  The bill would take effect September 1, 2009.  This analysis assumes that implementing the provisions of the bill would pose no significant fiscal impact to the state.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
