The bill would amend the Government Code to define a bulk data request as a request involving 100 copies or more.
The bill would allow a governmental entity to choose the medium to produce a bulk data request, regardless of the requested medium or the medium that the public information is maintained, and would set a maximum charge of two cents per page for information included in a request. For these medium and charge provisions, the bill would exempt radio or television stations that hold a license issued by the Federal Communications Commission, certain newspapers, title companies, and companies that provide information obtained from a governmental body to a title company.
This analysis assumes that a significant increase in the number of bulk data requests would not occur, therefore, any costs associated with the bill could be absorbed within existing resources.
