HB4142 by Dunnam (Relating to the purchase of copper parts by air conditioning and refrigeration contractors and technicians; providing a criminal penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require a licensed or registered air conditioning or refrigeration technician, upon removing copper parts, to provide documentation that copper parts were lawfully removed under the authority of the owner. The bill would establish that a person who purchases copper parts without the proper documentation from the seller commits a class A misdemeanor. 

The Texas Department of Licensing and Regulation would be required to adopt rules to align existing rules with the provisions of the bill. The Texas Department of Licensing and Regulation indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
