The bill would direct the Health and Human Services Commission (HHSC) to conduct periodic analysis of the base rates for nursing home services provided under the medical assistance program to enable the Executive Commissioner to set future rates. The agency indicates any cost to conduct the periodic study could be absorbed within available resources.
No significant fiscal implication is estimated based on the key assumption that HHSC would not increase nursing home rates beyond what current law or current methodology would result in. If however, the bill were interpreted to require an increase in nursing facility rates beyond what current law or current methodology would result in, the Department of Aging and Disability Services would
incur additional expenses for client services and therefore require an increased appropriation of General Revenue Funds.
