The bill would amend the Title 3, Subtitle C of the Government Code to add Chapter 327, which would create the Texas Recovery Accountability and Transparency Board (Board). The Board would provide oversight on the expenditure of recovery funds and provide vital information to the public on the expenditure of recovery funds.
The bill would require state agencies that receive recovery funds to submit a report to the Board at the end of each fiscal quarter on the total amount of recovery funds received, those funds that were expended or obligated to a detailed list of projects or activities, the level of performance of all the recovery funds expended or obligated, and an impact statement detailing any impact on a number of energy efficiency goals. The Board would be required to issue a report containing these findings with recommendations, if applicable, to the House Select Committee on Federal Economic Stabilization Funding and post the report on the Internet and link it to a website established by the Board.
The Board would be abolished and Chapter 327 would expire on September 1, 2012.
