LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 13, 2009

TO:
Honorable Todd Hunter, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4288 by Hunter (Relating to health care coverage for children in Title IV-D cases.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code related to health care coverage for children within the child support program (Title IV-D) and require the Office of the Attorney General (OAG) to develop and implement a statewide program to address the health care needs of children in Title IV-D cases for whom health insurance is not available to either parent at reasonable cost. In addition, the bill would authorize the OAG to maximize private funding and to contract with a third-party administrator if federal funding is available. It is assumed that any additional costs associated with implementation of the bill could be absorbed within existing state resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
