LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 1, 2009

TO:
Honorable Joseph Pickett, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4315 by Gallego (Relating to the issuance of collegiate license plates.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to add the University of Notre Dame to the list of entities defined as a college for which the Texas Department of Transportation (TxDOT) is required to issue specialty license plates. The bill would specify that fees from the issuance of the plate, after deduction of TxDOT's administrative costs, are to be deposited to the credit of the Texas Higher Education Coordinating Board and may be used only to fund the award of TEXAS grants under Subchapter M, Chapter 56, Education Code.

Based on the analysis of TxDOT, it is assumed the provisions of the bill would not result in a significant impact to state revenues; and any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
