LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 21, 2009

TO:
Honorable Todd Hunter, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4440 by Kolkhorst (Relating to a study by the attorney general of the effects on state law and authority of certain international and other agreements and bodies.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend statute and provide that the Office of the Attorney General (OAG) conduct a study to determine whether state law or the Texas Legislature’s authority is or may be restricted, nullified, superseded, preempted, or otherwise directly affected by various organizations through a proposed compact, agreement, or other arrangement between certain entities. The OAG anticipates any legal work resulting from the passage of this bill could be reasonably absorbed with current agency resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
