No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to change the name of county development districts to county economic development districts and to specify that a district's duties would include promoting economic development. In addition, the bill would change the population bracket that authorizes which counties may create a county economic development district. Under current statute, only a county with a population of 100,000 or less is authorized; under provisions of the bill, any county would be authorized to create a district.

Local Government Impact

The fiscal impact would vary by county and would depend on projects chosen by a county that creates a district. At a minimum, a county would incur costs for conducting an election to seek voter approval for the creation of a district. It is assumed that a county would create a district if sufficient resources were available related to the election and other creations procedures and operations and that the anticipated benefits would offset costs.
