No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code (Chapter 486) to require the Department of Public Safety (DPS), the Board of Pharmacy, and the Department of State Health Services (DSHS) to meet as an interagency council to conduct a study on the implementation of a statewide electronic records system for the transmission of records regarding over-the-counter sales of ephedrine, pseudoephedrine, and norpseudoephedrine. The bill would also require the interagency council to submit the results of the study to the legislature by December 1, 2010. The bill would take effect immediately if two-thirds of the members in both the House of Representatives and the Senate vote to approve this bill. If not, the bill would take effect on September 1, 2009.
DPS, the Board of Pharmacy, and DSHS anticipate no significant fiscal impact to their agencies.
