LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 15, 2009

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4541 by Raymond (Relating to the transfer of certain state property from the Texas Department of Public Safety to Webb County.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would provide for the transfer of a specific piece of property, owned by the state, to Webb

County. The bill requires that the property be used in a way that benefits the public interest and be

returned to the state when its use no longer benefits the public interest.  The bill specifies that these

conditions must be included in the instrument of transfer.  If it does not receive the vote necessary for

immediate effect, the bill would take effect on September 1, 2009.  This analysis assumes that the bill

would pose no significant fiscal impact to the state.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or

class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
