LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 12, 2009

TO:
Honorable Kip Averitt, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB4644 by Lucio III (Relating to communications with utility customers.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would permit a gas utility to provide notice of a rate increase to the public in areas outside a municipality or in a municipality with a population of less than 2,500 by e-mail, if a customer has requested such notice and given the utility the necessary contact information. There could be minor costs to the Railroad Commission in updating rules and tariff filings, but the bill's passage is not expected to result in a significant fiscal impact to the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
