No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $90,882.


The bill would require placing on the ballot of the November 3, 2009 election a proposal to amend the state constitution to allow the Dallas County and Tarrant County hospital districts to expand their boundaries. If the constitutional amendment to the constitution were to pass, the affected hospital districts would be authorized to expand to include territory outside of the respective counties if a majority of the qualified voters of the district and a majority of the qualified voters of the territory to be included approve the expansion at separate called elections.

Local Government Impact

Placing the proposal on the election ballot would have no fiscal impact to units of local government. However, if the amendment is approved by the voters, the fiscal impact to Dallas County and to Tarrant County would include the cost of a hearing and of an election for each territory to be considered, as well as any costs associated with completing an annexation if approved by the voters. Although requested, no fiscal estimates were received from a sample of counties that are contiguous to Dallas County or Tarrant County; therefore, the fiscal impact to those entities is unknown.
