LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 29, 2009

TO:
Honorable Veronica Gonzales, Chair, House Committee on Border & Intergovernmental Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HJR108 by Chavez (Proposing a constitutional amendment authorizing a federally recognized Indian tribe in a county along the Texas-Mexico international border to conduct certain gaming activity on certain tribal lands.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $90,882.

The resolution would allow the Ysleta del Sur Pueblo Indian tribe to conduct gaming activities described under or by the Indian Gaming Regulatory Act.

Assuming this Indian tribe would conduct gaming on their tribal land, both the Lottery Commission and the Compotroller's Office estimate that there could be reduced revenue to the state from lottery and bingo games due to increased competition in the state.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
