HR3060 by Corte (Suspending limitations on conference committee jurisdiction, H.B. No. 1831.)

No significant fiscal implication to the State is anticipated.

The resolution would suspend House Rule 13, Section 9(a)(4), to permit the committee to allow provisions that are not in the House or Senate versions of the bill to take effect by adding text concerning the definitions of a police vehicle. This change is necessary to ensure that a private vehicle is marked in order to qualify for an exemption as an authorized emergency vehicle. This would not result in a significant fiscal implication to the state or units of local government.

 

The resolution would suspend House Rule 13, Section 9(a)(4), to permit the committee to allow provisions that are not in the House or Senate versions of the bill to take effect by adding text to require public junior college districts to adopt and implement a multihazard emergency operation plan, to establish school safety and security committees, and to establish the University of Houston Hurricane Center for Innovative Technology. Costs to public junior college districts or public school districts to implement the provisions of the bill would depend on the size and scope of their plans and committees. Costs to the University of Houston to create the Center would depend on the receipt of gifts or grants from public or private entities or the availability of existing resources.

 

The resolution would suspend House Rule 13, Section 9(a)(1), to permit the committee to change text not in disagreement in SECTION 6.16 of the bill to add a cross-reference to Sections 51.217(d) and (e) of the Education Code to the transition provisions of the bill. This would not result in a significant fiscal implication to the state.
