LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 31, 2009

TO:
Honorable Joe Straus, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HR3061 by Corte (Suspending limitations on conference committee jurisdiction, H.J.R. No. 14.)

No fiscal implication to the State is anticipated, other than the cost of publication of the resolution.

The cost to the state for publication of HJR 14 is $90,882.

The resolution would suspend House Rule 13, Sections 9(a)(1) and (4) to permit the committee to change and add text on a matter which is not in disagreement in proposed amendments to Article I, Section 17 of the Texas Constitution. The changes and additions are necessary to provide that on or after January 1, 2010, the legislature may enact a law granting the power of eminent domain to an entity only on a two-thirds vote of all the members elected to each house.

Local Government Impact

No fiscal implication to units of local government is anticipated.
