TO: | Honorable Robert Duncan, Chair, Senate Committee on State Affairs |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | SB42 by Zaffirini (Relating to the eligibility of certain postdoctoral fellows and graduate students to participate in health benefit programs at public institutions of higher education.), As Introduced |
No fiscal implication to the State is anticipated.
This bill would extend participation eligibility for group health insurance benefits to postdoctoral fellows and graduate students receiving competitive fellowships totaling $10,000 or more per year, even if the fellow or graduate student is not employed by the institution.
Since this bill does not require the state make a contribution toward the health benefits costs of these newly-eligible program participants, it is assumed the costs of providing the health benefits coverage would come from the institution, fellowship, or student.
