The bill would require the State Center for Early Childhood Development to comply with contract management requirements in the Government Code, to prepare a report detailing the use of state funds for early childhood education services for the Senate Finance Committee and the House Appropriations Committee prior to each legislative session, to appear before a standing committee of the legislature upon request of the chair, and to allow for an external evaluation in each even-numbered year to be conducted by an organization selected through a competitive bidding process.
Costs at the State Center for Early Childhood Development to fulfill the contract manangement and reporting requirements in the bill are not expected to be significant. Evaluation costs are estimated at $350,000 in each even-numbered year.
