The bill would amend Chapter 319, Government Code requiring the Legislative Budget Board (LBB) to prepare a child impact statement for each bill or joint resolution.
Under the provisions of the bill, the child impact statement would address whether the proposed legislation would impact children's needs outlined in the bill or their caretakers' ability to meet the needs outlined in the bill, and identify specific groups of children impacted. An agency, board, commission or office in the executive or legislative branch would be required to provide the LBB with any assistance or information requested to assist in preparing the child impact statement. The impact statement would have to remain attached to the bill or joint resolution throughout the legislative process, including submission to the Governor.
The bill would take effect September 1, 2009.
