LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 21, 2009

TO:
Honorable Patrick M. Rose, Chair, House Committee on Human Services

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB72 by Nelson (Relating to training and other human resources functions of health and human services agencies.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require new hires and employees assuming new positions at all of the health and human service agencies to complete all human resources- required training within 30 days from the employee’s start date or from the day the employee assumes new responsibilities. Although this would require human resource staff to revise polices and procedures, the Health and Human Services Commission estimates that costs would be minimal.   It is assumed that the impact at the four other health and human service agencies would be similar.

Local Government Impact

No fiscal implication to units of local government is anticipated.
