No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code to require the Texas Department of Insurance (TDI) to develop and adopt rules to create a voluntary specialty certification program for individuals who market small employer health benefit plans. TDI indicates it could absorb the costs associated with the bill within its current resources.
