No significant fiscal implication to the State is anticipated.

The bill would require the Comptroller of Public accounts to prepare a report to the legislature to include a list of strategies for reducing emissions of greenhouse gases in the state that may result in net savings for consumers or businesses or can be achieved without financial cost to consumers or businesses in the state.
 
In addition, the Comptroller of Public Accounts would appoint one or more advisory committees to assist in identifying and evaluating greenhouse gas emission reduction strategies with at least one representative from the Texas Railroad Commission, General Land Office, Texas Commission on Environmental Quality, Texas Department of Agricultures, and a Texas institution of higher education serving on the committee.

No significant costs to state agencies are expected as a result of the bill's passage.
