No significant fiscal implication to the State is anticipated.

The bill would require a change in wording on a written summons for jury duty stating that if a person claims a disqualification or exemption from serving based on lack of citizenship or lack of residence in the county, the person would no longer be eligible to vote in the county. Under current statute, rather than "shall" no longer be eligible, the wording is "might" no longer be eligible.

Provisions of the bill would require the clerk to send a copy to the Secretary of State of the list of persons excused or disqualified from jury duty because of citizenship. Under current statute, that list is sent only to the voter registrar in the county. Upon receipt of the list, the Secretary of State would be required to cancel the voter registration of each person listed. The county voter registrar would be required only to notify the persons that their voter registration has been canceled. Under current statute, the notification process involves more steps than just a notice that registration has been canceled.

According to the analysis of the Secretary of State, it is assumed that costs associated with implementation could be absorbed within existing resources.


Local Government Impact

Any expenses resulting from printing new forms or from submitting a copy of a list of persons whose voter registration is to be canceled to the Secretary of State could be absorbed using existing resources.

The county voter registrar would experience a savings from the reduction in procedures required related to notice to persons whose name is on the list of jurors disqualified or exempt based on citizenship. 

No significant fiscal implication to units of local government is anticipated.
